In General

A king who has risen to the state and staure of a Rishi is called Rajarshi. They were very liberal and generous. Visvamitra, Janaka, Shivi, Asvapati Kekeya, Javali, Pravahana, are some of the Rajashis.

Veda

There are many rishis who composed Samhita mantras and Upanishads. Chandogya U. says, Kshatriyas have invented Brahmavidya first.

Aurobindo says in the introduction to Nilarudra U. that it was revealed to a Rajarshi.

Purana

Prithu, Yayathi, Shivi are some of the celebrated Rajarshis.
