This is an epithet for Shiva-Rudra in the famous Namaka Hymns. Siva is addressed here as the blue-necked one for bearing all the sins of the world on his neck.
The word Neelagriva is repeated in many times in Namaka Hymns.
The churning of Palazhi for Amruth by Devas and asuras is a famous tale in Purana. In the course of churning of milky ocean a dreaded poison come out. Lord Shiva consumed the poison to protect the world which in turn localized in his neck. ,/p>
