The blue necked. Lord Siva localized the poison emitted during the Samudramadana at this throat and thus became blue necked.

Veda

Lord Siva is called as Neelagriva in Rudranamakam for he protect humanity and all other creation from the evil in this world.

Purana

Once Devas and Asuras decided to churn the Palazhi , the milky Ocean for being Amara, free from death. Many things like Kamadenu , Uchchaisravam , Airavatam , Kalpavruksham , Kaustubhamani , Apasaras , Lakshmi devi came out from this great Yajna. But before the arrival of Amrutam , for which they churn the ocean, a deadly poison called Halala came out from the Vasuki , the snake which serve as the rope in the process. Everybody, even the Gods frightened as the poison is potent to destroy the whole creation. At this juncture Lord Siva came out to consume the poison. Parvati feared of her husband’s life held the neck of Siva with both hands such that the poison will not come down. The poison eventually localized at the neck of Siva, and the universe got protected.
